Federutility
Federation
of energy and water companies
On 1st June
2005 Federutility replaced Federgasacqua
and Federenergia as
the representative of the local public utility
companies.
Members of the federation are therefore companies
operating in the water, gas and electricity
sectors.
The two former federations, both established
in 1947 to represent and further the interests
of the municipal utilities (most of which are
now joint-stock companies), decided to merge
into a single entity, in harmony with the concentrations
and alliances that have for some time characterized
the utilities sector in Italy.
The new federation - which is part of the Confservizi
system - thus unites some 550 Italian companies
operating in the water and energy sectors.
Until the federation gets is final configuration,
the companies belonging to the Sefit subsidiary,
which counts some 60 operator between private
companies and municipalities that provide funeral
and cemeterial serves to above 12 million inhabitants,
will remain linked to Federutility.
Federutility, by inheriting the two previous
National Collective Work Contracts (stipulated
by Federgasacqua for the gas and water sector
and by Federenergia for the electricity sector),
today has two CCNLs stipulated collectively
with the other companies operating in the sector
and belonging to Confindustria that currently
apply to a total of about 45,000 employees.
Federutility deals with the Italian institutions,
with which it collaborates on the occasion of
draft bills and measures concerning the water
and energy sectors.
It represents Italy in the European and world
representative bodies in the sector. It is an
active member, as well as of numerous other
technical and scientific associations, also

In addition to representation in the national
and foreign institutional forums, the federation
offers its members assistance and information
services, a calendar comprising a variety of
training courses, consultancy on management
and legal aspects and protection of its members
at political and legal level.
In addition to technical support in sectors
of specific interest to the companies the following
is provided:
- Assistance in applying Labour Contracts and
concerning regulations governing labour relations
in general;
- Constant information on laws and measures
governing public utilities;
- Consultancy and assistance in financial, contractual,
taxation and social welfare matters;
- Legal action regarding matters of general
interest;
- Nation-wide monitoring of tariffs, economic
and technical data;
- Assistance in the company's trade union negotiations;
- Qualified training for each professional profile
involved in the company's productive process;
- Assistance to Local Authorities in setting
up management companies or participating in
tenders;
- Consultancy in the transformation of the companies
into joint-stock companies and the transition
towards multi-utility status;
- Periodic information by means of the telematic
newsletter “Quindici”;
- Back-up in communication and image activities
and in the broadcasting of news items.
Federutility members supply water to about 75%
of the population, distribute gas to more than
35% of the inhabitants and electricity to about
20% of the Italian population.
Electricity, Gas and Water are for the time
being the main sectors in which the federation
is active. In the near future, however, it is
planned to gradually extend activities to other
sectors (such as telecommunications) and to
other geographic areas, in particular to companies
from other European Union countries operating
in Italy.

| Water Sector |
Water Service
In the national water sector, Federutility represents
over 300 companies that provide drinking water
to about 75% of the Italian population, guaranteeing
the complete water cycle:
- supply,
- potabilization,
- distribution,
- sewers,
- treatment and re-use.
The Water Sector provides consultancy to the
member companies concerning the regulations
and legal aspects related to the water sector.
The federation, by means of this service, satisfies
the companies' needs of an economic and financial,
fiscal, technical, pricing, environmental and
health and medical nature.
For its member companies it organized the most
authoritative Italian event in the sector.
IT conceived of a promoted H2Obiettivo 2000,
a two-year International Conference on policies,
technology and management of Water Resources.
At the European level, the Water Sector is present
in EUREAU and participates in European Union
initiatives regarding projects related to training
(Leonardo programme) and environmental and health
themes (Life programme).
At world level, together with IRSA-CNR, Federutility
is a founding member of the Italian Section
of the (IWA).

| Energy Sector |
The
provision of network energy services (electricity
and gas) in a context of substantial liberalization
of the energy markets and the growing segmentation
of the productive process lies at the focus of
a complex of interrelations of an institutional,
financial, legislative, regulatory and commercial
nature.
For this reason the energy sector provides assistance
for lobbying activities;
it disseminates and interprets the legislative
measures in force; it represents the member companies
in their relations with national energy operators
and in national and international associations;
it provides consultancy both directly and through
qualified experts; it organizes/participates in
seminars, congresses, workshops;
it carries out market surveys and data collection
in the sector.
Gas Service
The Federutility gas service today represents
about 200 companies operating in the sector at
various stages of the process (bulk sales, regional
transport, distribution, end user sales) for a
total of about 8,000 employees.
The companies carry on their activity in about
1,500 municipalities serving a user basin of 18
million inhabitants (the equivalent of 8 million
domestic and industrial users).
Federutility member companies provide the services
of:
- distribution for domestic and industrial uses
- heating
- heat management
- plant security
Through its Gas Service, Federutility also carries
on comparative activities - vis-à-vis technical
and regulatory bodies - such as Atig and Cig and,
at European level, Cedec - the importance of which
has grown in recent years in proportion to growing
liberalization.
Electricity Service
The Electricity Service, while taking into account
the activity of “distribution” conventionally
carried on by the member companies, promotes a
coordinated operativity of these relations, both
with reference to the various phases of the process
(production, transmission, transport, metering
and sales) and with reference to the other institutional
and private operators (central and local administrations,
Sectoral authority, national institutional operators,
etc.) |
